Unlike the College Enrollment Year Portfolios, Static Portfolios are not automatically reallocated to more conservative investments as the beneficiary approaches college enrollment. Instead, Static Portfolio investments remain fixed.

This portfolio seeks to provide current income and some growth by investing in a portfolio of mutual funds that consists of 20% global public stocks and 80% bonds. Overall, there’s a small amount of risk and limited appreciation potential, designed for a shorter investment period.

FDIC-Insured Option

The Cash Option is designed to protect the principal contributed to your account. The Cash Option deposits 100% of its funds into an FDIC-insured account with The Bank of New York.

Interest Rates

Interest on the FDIC-Insured Option will be credited by the Bank on the last business day of each month based on the average daily balance on deposit in the FDIC-Insured Option during such month. The interest rate on the FDIC-Insured Option will be a rate equal to the upper end of the Federal Funds target rate range established by the Federal Reserve’s Federal Open Market Committee (“FOMC”), less a 15 basis point service fee and a 25 basis point State Administration Fee. The upper end of the Fed Fund Target rate was 2% (200 basis points) on September 10th. This equated to a net annual interest rate paid to participants in the FDIC Option of 1.60% (160 basis points) at that time. The FOMC normally meets eight times a year, and may also hold additional meetings and implement target rate range changes outside of its normal schedule. The State Administration Fee is subject to reduction if its application would cause a negative return on the Cash Option.
